Nope... you can do whatever the fuck you want... but if you kill other players (or shoot at..) in high security space, Concord will come rape you in the butt. (Concord is eve's NPC police fleet.) A pirate is exactly as it sounds, you can steal peoples jet cans (treasure chest) that are floating in space. A slightly more extreme example, you can take your ship and Player vs Nub (PvN,) live in lower sectors (below 0.5 security rating) and kill nubs ships and/or clones as they enter your area.
One last example for you is catching a player, not letting them move or warp out (warp scrambled and webbified) and either ransoming there ship or clone (if you already destroyed the ship) or, the most true example of piracy, force a person to eject from there ship and leave the system in an escape pod or, if your generous, a shuttle. This would let you "capture" there ship.
edit: oh, and like whut said, you can do what ever the fawk you want, if they dont want to lose there ship, they wont travel in low sectors =) alls fair in love, war and eve =) I am not an alcoholic... lol, Well this sounds like a pretty sweet game, I like free roaming games only if they would come up with a RPG game for WW2, that would pwn, And as I was going to say have you guys ever pirated a ship?
