This really has already been in place for several games across developers, but its called "day 1 Free DLC". Dragon Age origins comes to mind right away. It has 2 DLC's that are free when you buy the game retail because they include a code, but its also has a price tag for people who buy used and still want the content. One of the major reasons DLC was developed was to combat sales losses created by the used games market. Quote:
