So as you know my system was on the fritz, I recently got my spare video card and had it installed in my tower. When I first would boot it up it would turn on, screen would stay blank and I would get long beeps coming from my case.

To remedy the beeping I simply pulled out my RAM and put it back in. So the beeping has stopped when I boot my computer up but I'm still not getting anything displayed on my screen. I'm positive my monitor works fine because when I turn it off and back on I get the no signal display before it just goes into standby

Have you checked the simple stuff first?

Is the video card slot the correct type?
Have you plugged in the video card power (if required)
is it seated properly?
No obvious damage to the card/slot/or mobo

Does your motherboard have an onboard video card, if so did you switch the BIOS settings from Onboard video to the external or something like that? Does the Video card have more than one port? If so, is plugged into the right one? Does your monitor support DVI and VGA ports? If so, is the right source selected? (I've had at least 10 people have this problem). Is the video cable firmly seated in the back of the monitor? On most monitors now, the cable can be detached?

Sorry if these questions seem stupid, but try to take each one seriously and check each one. In my experience 90% of video problems come back to things like this.

Also the beeping was probably an unrelated POST telling you of a memory problem which you fixed when you reseated the memory.

Yeah, make sure you don't have an integrated video card. If you have one of the new intel processors, they have some sort of integrated gpu thing that messes with video cards.

Yeah the card is in the right slot pci-e I've checked it for any physical damage and it is firmly locked into place, my monitor is still set for dvi and I'm using a dvi port, the monitor I currently have supports both vga and dvi. there isnt any onboard stuff on my mobo so no problems with bios there.
