Just a thought, when I hop on TF2, I always check first to see if the tempest is alive and kicking. Lately it hasn't been as much, and I notice more often than not it's on a simply crappy map, or at least one that's not a server-filler and then some.
Is there a way to have a core rotation when the servers empty or something, and a diff rotation when it's got people? I understand not rotating the big three-five maps when playing as it gets boring, but having something like doublecross or any of the payload races up is NOT going to fill an empty server, ya know?
Just some random crappy thoughts.

A SourceMod plugin should be able to do this, setting the sm_nextmap cvar based on a pre-defined list, dependent upon the number of players. If there's a plugin for this already... I do not know.

I don't know of a plugin like that. Right now there is a map list which afaik includes all standard maps. There is a plugin that randomly chooses one of those, based on some parameters like not repeating maps. Idk if we can differentiate between full and not full based on that. Also afaik know, the map that it lists is the map that was last played on before everyone got off.

so the map that killed the server stays until the server repopulates? errr...if that sounds like I'm saying it in a dick way, Im not, just asking if that's how the gidget/gadget/gudget(?)/thingamabob that controls it works.

Basically. Admins can hop on and manually change the map with sm_map MAP_NAME though.
